David Sikorski PE, PP brings over 35 years of experience in engineering, development and investment in large scale infrastructure projects. He has particular expertise in alternative delivery including Design/Build and Public Private Partnerships (P3). He joined ASTM North America in 2019 as Vice President, Director of Special Projects.
David is currently serving as CEO of Elevated Accessibility Enhancements OpCo LLC, the SPV set-up by ASTM NA as the developer for the newly awarded DBFM P3 to deliver ADA accessibility improvements to 13 subway stations along New York City’s MTA network.
He was previously Program Manager for the Massachusetts Bay Transportation Authority where he was tasked with delivering the $740 million transformational project to design, build, finance, operate and maintain a new fare collection system for the entire MBTA system. The new system will be implemented across all modes – subway, commuter rail, bus and ferry.
Prior to MBTA, David was Vice President and Senior Bid Director with the equity development entity of Parsons Corporation. His focus was on the development, delivery, financing, and management of essential infrastructure assets under public private partnerships. Prior to Parsons, he was Project Director for Vinci Concessions.
David’s project experience includes being Project Director and initial CEO for the project company for the US$1B DBFOM East End Crossing 35-year concession project – part of the Ohio River Bridges program. It included a 1700-foot long tunnel in Kentucky and a 2500-foot signature cable-stayed bridge over the Ohio River. In addition, he was the technical lead for the successful bidders for the Regina Bypass project. The Regina Bypass is a C$1.2B DBFOM 35-mile bypass around the City of Regina, the Capital of Saskatchewan. David has also been the lead technical specialist and has led lender’s technical advisory work for multiple P3 projects in Indiana, Florida, Virginia, Texas and Oregon, including the Indiana Toll Road and the LBJ IH-635 managed lane project in Texas.
